Jiangsu Provincial Emergency Department released RTO system safety technical requirements

The Jiangsu Provincial Department of Emergency Management issued the "Technical Requirements for Regenerative Incinerator (RTO Furnace) System Safety (Draft for Comment)", because this technical requirement mainly highlights the safety of the RTO system, some requirements may not be fully covered in HJ1093-2020 "Storage The key points are reflected in "Technical Specifications for Industrial Organic Waste Gas Treatment by Thermal Combustion Method". We have extracted these 6 points. Personal understanding is for reference only, as follows:
1. Safety risk assessment and demonstration should be carried out for the RTO furnace system. For complex exhaust gas components, HAZOP analysis should be carried out and corresponding safety measures should be taken;
2. The design unit shall have the corresponding industry professional grade A design qualification or the special grade B design qualification of environmental engineering (air pollution prevention and control project); the installation unit shall have the professional contracting qualification of environmental protection project installation. Those with an exhaust gas treatment capacity of more than 30,000 Nm3/h should have the qualification of professional contracting at level 2 or above. The installation unit has the qualification of general contracting of engineering construction in the relevant industry or above or the qualification of general contracting of environmental protection engineering construction.
3. For emergency evacuation pipelines with high concentration and low ignition point substances, it is strictly forbidden to share chimney discharge with high temperature evacuation pipelines;
4. The reversing valve should be a poppet valve, a rotary valve, a butterfly valve, etc., and its material should have wear resistance, high temperature resistance, corrosion resistance and other properties to adapt to frequent switching. The leakage rate of the high temperature bypass valve should not be higher than 1%, and air-conditioning protection measures should be installed;
5. Multi-point temperature detection and pressure detection devices with automatic alarm function should be installed in the gas inlet and outlet, combustion chamber, regenerator and heat exchanger of the RTO furnace system; combustion temperature and limit temperature detection and alarm devices should be installed in the combustion chamber. The upper and lower layers of the regenerator should be equipped with temperature and differential pressure detection devices; each burner should be equipped with no less than 2 flame detectors;
6. At least 3 thermocouples (double) should be set for the temperature detection of the combustion chamber, and a three-level temperature alarm point should be set up: when the temperature in the furnace rises and exceeds the first-level alarm point, an alarm prompts, the high temperature bypass valve is opened, and the excess discharge is When it reaches the set value of the second-level alarm point, the fresh air valve is opened; when the temperature of the RTO furnace exceeds the set value of the third-level alarm point, close the inlet waste gas valve of the RTO furnace system, fully open the emergency discharge valve and the fresh air valve, so that the RTO The furnace equipment is completely cooled by fresh air;
